     I am Executive Director of INCOLSA. INCOLSA represents 735 
libraries in Indiana. Schools, businesses, state government agencies 
and private citizens are deprived of access to legal information to 
the extent that monopoly control over what should be public 
information keeps the cost of access well above what most libraries 
can justify. 

     Any action you can take to break the monopoly over control and 
pricing of legal information will be a very great benefit to our 
libraries and the citizens of Indiana.
