Subject:  Universal Citation System

     I strongly urge you to adopt the Universal Citation system. As a 
solo practitioner I simply cannot afford to have a full set of West's 
books. Nor is there any reason my clients should have to absorb that 
cost. The Universal Citation would allow me to use the internet to 
access and cite cases at virtually no cost.
