     As a solo attorney with a small practice, I find myself at a 
disadvantage compared to a larger firm because of the cost of 
accessing westlaw or lexis. I have a background in computers, and in 
fact worked for West Publishing at one time. I am much more 
efficient at research when I can do it electronically, and there are 
plenty of resources on the internet to use. Solo and small law 
firms, AND OUR CLIENTS would benefit greatly from a reliable public 
domain citation system. The competition in electronic legal research 
would drive down costs for attorneys, level the playing field between 
larger and smaller firms, and ultimately reduce the cost of legal 
services.
