I am an attorney practicing in Virginia. In recent years, the technological revolution has influenced the practice of law. Legal research has been greatly enhanced by the availability of on-line services and CD-Roms. One significant problem remains, however. "The Bluebook, A Uniform System of Citations" requires that federal cases (except for Supreme Court opinions) be cited to the federal reporters published by West Publishing Company. While most CD-Roms provide the initial citation, only West's CD-roms provide the internal citation to pages to the federal reporters. This means that after conducting our research in a highly effective technological environment, lawyers like myself must either 1) stop, physically go to the law library to dig out the page numbers on the old paper versions of the West Reporters or 2) spend large amounts of money to obtain the only on- line services that provide this information; or 3) purchase the paper copy of the reporters, which is not realistic for many small firms or sole practitioners with limited space and funds. The ABA proposal will solve this problem and I urge the Judicial Conference to adopt and implement the ABA proposal for a uniform citation for all federal courts. Sincerely, Mary L.
