I was indeed aware that the West numbering system was in use, but wasn't aware of the cozy relationship and upholding of it as a monopoly. For shame! How can justices of the United States be engaging in this activity? And worse yet, turning a blind eye to the law when it is convenient for them in this fashion, yet enforcing it in other instances? A public domain system should be set in place, and should have been years ago. As to the burden of converting the old to the new system, I suggest you merely start using the new system and release the West system into the public domain so that judgments prior to the new system can be looked up, as should have been done many years ago.
