     In reply to your gracious invitation for comment, I 
wholeheartedly endorse adoption of an on-line public domain citation 
system to which everyone can have free access (at no charge other 
than one's own ISP charges) without the predatory pricing and 
monopolistic control of a private gatekeeper.

     The opinions of our courts should be as completely within the 
control of the public (through administration by the United States 
Judicial Commission) as are our courts (through appointment by the 
President).
