Subject:  Public citation system

     It is unconscionable that the official citation system for 
federal opinions is owned by an unregulated for profit company.  
Taxpayers pay greatly for the courts that issue the opinions, it is 
only fair that they should gain the full benefit of them.

     West publishing is entitled to every profit they can gain from 
these public documents, but not to a monopoly.
