Subject:  Need for a public citation system

To the Judicial Conference:

     I wish to express my concern about the need for a public 
citation system which is completely free of proprietary content. I 
firmly believe that citizens have a right to free access of all 
government information that pertains to them, and certainly legal 
documentation fits in this category. In my opinion the courts should 
migrate to a system of documentation that is completely free of any 
limitations for free public distribution.
