     Numbered opinions would facilitate searches via electronic 
means, which promise to be greatly used in the future.

     I don't know whether the virtual monopoly of West Publishing 
deserves a pointed attack, but to make the Courts' opinions 
universally available, at low cost and with a standardized 
organizational structure, makes good sense.

     I hope the Judicial Conference will embrace the plan leading to 
public domain citations.
