Each judge then forwards the opinion to various publishing houses. The publishing houses then make independent assessments as to which area of law is being addressed in the opinion. Query -- In the example used, does jurisdiction mean bankruptcy courts, so the uniform citation is for all bankruptcy courts? Or does jurisdiction mean the bankruptcy court of a particular venue such as the Bankruptcy Court for the Southern District of New York? Numbering one court could possibly work -- multiple courts from coordinated locally would be hard. Sending the opinions to a national center first would create delay that might be unacceptable to the constituents. Actually having a court-wide decision numbering process will cause some delay. Query -- would it be the individual judges responsibility to note key areas discussed in the opinion?
