     This is to indicate my support for adoption of the ABA's 
resolution in favor of adoption of public domain citation. While 
there was a rationale for the use of outside official reporters in 
earlier times, current technology has rendered it obsolete. The 
practice was always a compromise between the public's right to 
unfettered access to materials produced at taxpayer expense, and 
practical considerations. The practical considerations in favor of 
the reporter system having evaporated, it is time to end the 
compromise and come down in favor of public use of public documents.
