 Subject: citation system for court opinions

Honorable Judicial Conference,

     I am not a legal professional and so it comes as a great 
surprise to me that our law requires the use of a proprietary system 
for the exercise of legal issues. I implore you to end the practice 
of requiring the West Publishing system of indexes. This system is a 
needless barrier in both expense and procedure. The attempt by 
Thomson to extort royalties for what is and should be a public 
resource is contemptible.
