     I strongly support the APA proposal for public domain citations 
for court opinions.

     It is often said that "ignorance of the law is no excuse". Well, 
to oppose this proposal is to support ignorance of the law.

     I would like to receive more, not less, value from my 
government.  You can provide me with more value by supporting this 
proposal.  I want to be able to research the law at minimal cost, 
i.e., zero for the citations.

     I urge you to support this proposal.
