While the work moves to "open" standards, the most important information in our democracy remains available only with the use of a "proprietary" access standard. Reform is needed immediately. I have paid for the court's decisions to be made. I have a right to access those without paying a third party for numbering the pages. While West will unfortunately lose significant revenues, this is the nature of progress.
